They should, it is a venerable place in the cue for moisture to damage the cue. It is not unusual to find a nice cue with a beautiful finish supposedly to protect the cue, and you take off the wrap only to find raw wood.

I can't imagine how or why you would spray everything, BUT the handle area. The only reason that I can think of, is that the groove, where the wrap goes, might be cut AFTER the finish has been put on...JER
