Do not put beeswax on it! Once you do that, you can never go back...
It needs to be cleaned, pressed and polished. Then if you want, you can put a sealer such as deft semigloss on it.

By "DRY" do you mean that it's kind of "FUZZED" up? You can use a little spray starch on the linen, then carefully take the neck of a bottle &amp; rub the string,til it's smooth again...JER
