I have a 9' table but when I measure it I come up with a little less than 9'.
What is the correct place to measure from?

Playing surface should be 50" X 100"

the label "9 Foot Table" is only a label, the table is not 9 foot in length, nor is it 4 1/2 feet wide. Like Cane said, the playing area is 50 inches by 100 inches.
It is another label like "2 x 4"....

I presume 'the playing surface' means the distance between the face of the cushions? Is that correct or am I right again?

Nose to nose. There are no faces on pool cushions. So, I think you're right.

I believ the "correct" place to measure a 4 1/2' x 9' is the cloth in the 4 1/2 direction, including the cloth on the cushions. The 9' part has been passed down from generation to generation. It doesn't signify anything.
All that said, the playing surface, nose to nose should be 50" x 100". That's the only dimension of a 9' table that is twice as long as it is wide.
