When you have the cue ball in the kitchen, behind the head string, can the cue ball lie on the imaginary line or is it like football where no part of the ball can be past that line?

The line is judged according to the center of the ball. It's fine for part of the cue ball to hang over the line, and it's fine to shoot at a ball that hangs partly into the kitchen, even though the cue ball will not have left the kitchen before striking that ball.

Like Bob said, it's where the ball touches the cloth, that determines whether it's a 'legal' ball or not.
