No,its Clinton's fault.Bush was in India,getting meaningful concessions from the country that has more Musiliums,than any country in the world,and strong ties to China in a shared goal for the search for oil. I'm sure India won't share the information from the U.S., with China. I looked up Sucker,and it showed a picture of Bush.
