APA rating system

Just curious as to what your thoughts are re: apa handicap ratinga. It's possible to be 2 or 3 level but not possible to be higher than a 7. Does that mean all 7's are more equal
than all 4's for example? Locally there are several 7's that
could easily be 10's if the rating went that high. why the limit?

Just a guess.. but if there were an unlimited rating system that would go higher than 7, the matches would end up lasting until 2 in the morning.. instead of 11 or 12..
