Perhaps as a result of the recent experience in Manila, the rules for the break have been changed for the Mosconi Cup that is about to start in Las Vegas. The nine will be racked on the spot, the players will break from the center half of the kitchen, and at least three balls must either cross the head string or be pocketed.

In a possibly related change, the WPA has decided to have an official rule set for ten ball.

What is the penalty for failing to do that?

Failure to get balls above the headstring makes you lose your turn. I think that failure to get 4 balls to cushions is still a BIH foul.

Quick question. If this is the "Mosconi Cup", and Mosconi almost never played 9 ball, why does the name (or the format) make sense ?? BTW, whoever is going, you will find me there. Hope to see some of you, too.
