Replacing tip on a Scorpion cue

I have replaced many tips on many different cues, but for some reason I have a very hard time getting glue to adhere to the ferrule on a scorpion cue. Any advise from the experts?

I am using TM 10 CA/Gel without an activator. But I have also mixed up 5 min. epoxy and still the tip came off while machining.

I generally use Triumph tips w/ backer when the player doesn't have a preference. LePro's do the same thing.

I make sure both surfaces are rough and clean.

If I change the ferrule the problem goes away.
