If someone is registered, their name will appear as a hotlink in the 'Poster' column.
If you click on it, it will take you to a profile page, and you can send a private message from there.
If you have a private message waiting, there will be a flashing, "flying" envelope icon at the top of the page, next to the 'Cue Chalk Board' link. Click on the envelope, to view your messages.
