In case anyone is not clear on this clause, answer this one simple question. If you want to get a legal passport, what country would get it in? That is your country of jurisdiction.

If a Mexican wants a passport they get it in Mexico, not the US. If a Mexican woman has a baby in an Arizona emergency room, that baby is a Mexican. Not an American.
