It says, "did between on or about 19 nov 2009". Hardly specific.

Its irrelevant when he stole the data, its what he stole, that is the issue.

Now it's relevant what was stolen ... but when the leaks revealed Saddam in fact was guilty of WMD violations and the GW scam was being pushed by the regime it was entirely irrelevant?
