The approval marks the first time FPSO technology will be used in U.S. waters of the Gulf of Mexico.

The oil and gas project is about 165 miles off the coast of Louisiana in 8,200 feet of water. The FPSO has a production capacity of 80,000 barrels of oil and 16 million cubic feet of natural gas per day.

Further digging shows that we are guaranteeing loans to buy the equipment to develop the PETROBRAS oil business, so that they can repay a loan to the Chinese with the oil they pump:

The loan is equal in value to a similar credit line agreed to with the China Development Bank, also for exploiting Brazil’s “pre-salt” area, so-named because the estimated 80 billion barrels of high-quality crude in that new oil frontier lie far beneath the ocean floor under layers of rock and an unstable salt formation.

Under the agreement with the Chinese state bank, finalized during Brazilian President Luiz Inacio Lula da Silva’s visit to Beijing in May, Brazil can repay the loan facility with oil as opposed to cash. </div></div>

Soros is taking advantage of the spread between the two types of U.S.-listed Petrobras shares, said Luis Maizel, president of LM Capital Group LLC, which manages about $4 billion. The common shares were 21 percent more expensive than preferred today, according to data compiled by Bloomberg.

“He knows he held a voting right in the common shares that would never translate to actual power,” Maizel said in an interview from San Francisco. “He’s just playing the spread.”

Petrobras preferred shares have also a 10 percent additional dividend, said William Landers, a senior portfolio manager for Latin America at Blackrock Inc.

“Given that there will most likely never be a change in control in the company, I see no reason to pay a higher price for the common shares.” Brazil’s government controls Petrobras and has a majority stake of voting shares.

Hess Stake

Soros boosted his stake in oil company Hess Corp. to 5.1 million shares as of June 30 from 3.7 million at the end of the first quarter, according to the filing. Hess was Soros’s second- largest holding. He also added to stakes in Houston-based Plains Exploration & Production Co. and bought shares in Calgary-based Suncor Energy Inc. and InterOil Corp. in Sydney.

Soros’s company oversees about $24 billion. His Quantum Endowment Fund returned 9.3 percent in the second quarter. </div></div>

This is where the leftists assure us that Al Gore and Barack Obama being in the back pockets of big oil is actually a good thing, we should have a US policy of sending oil to help the Chinese economy that could be used here, exporting US jobs to Brazil is good policy, and just because this all is the truth doesn't prove that any of his is the truth.

One question. If it is unsafe for the environment for US companies to drill and store oil on the gulf, how is it ok for Brazil? Have they trained any spilled oil to only move toward their shores??

Yeah, that one?

It's a mandatory safety requirement for Brazilian deep water exploratory drilling.

LOL! How my direct answer to Steve, to a question he asked, is anything like your characterization is between you and Irene (and optionally, your therapist).

Look, do you want more exploration and drilling and oil supply, or not? Greater hemispheric production, from whatever source, is to our national interest and benefit.

Very likely, and as I point out, having companies under a stricter safety regulatory regime than our regulatory-captured government can evidently muster is probably the better move here.

And the moratorium was lifted last October.
