How much is wrong with this chart?
Quite a bit.
The '02-'08 'deficit' figures only show the deficits as stated for the budget purposes, meaning they leave out the deficit spending incurred for the wars.
And, since we are in '11, so far as I've heard, the PROJECTIONS of '09 and '10 are more than out of date.
Yes ... reality was much worse.

What WAS the reality, and was it worse than those numbers?

Ha! Says the man who posted a chart from 2008?
Who said the reality was far worse, but then we find the '09 and '10 deficit numbers were better than these projections (lower), not worse, let alone far worse?
