Is Obama shooting for 2012 before we have an actual budget passed?

the House of Representatives. Ball's in their court and has been since late January. They are bouncing the ball, but refuse to put it into play.

How incredibly brainwashed you are.

The mess today is the mess that it is because the prior democrook congress reneged on it's constitutional duty ... only now are attempts being made to fix it, which the democrooks and dear leader are feverishly working to obstruct.

Well, not so whatsoever.

We do not lack legal authorization to spend money, despite having not passed a budget in a normal way. The agreement late last year took the budget's usual place, as do all continuing resolutions, omnibus (one-bill) monster spending bills, etc.

In fact, if we did not have legal authorization to spend more, there would be NO PROBLEM of exceeding the debt limit, as the extra spending couldn't occur. And the issue would then be ending a shut-down which would have already taken place.

It is the exact tension between what has been voted to be authorized to be spent (in law right now), and the debt limit (the borrowing required TO spend what has been authorized to be spent, budget passing or not, as in this case).

The NEW budget is required to be in place for the new fiscal year, starting Oct. 1. That is completely the responsibility of the House to commence, and although they've had their new majority all year, they've taken only one baby step, but passed not even one of the normal 12 or 13 appropriations bills.

Passed? I should have said, even proposed or had hearings on.

That a budget wasn't passed for FY 2011 is on the Democrats as the majority party in both houses of Congress, so, pleading guilty, with an excuse for mitigating factors in the penalty phase deliberations.

However, other budget authority HAS been passed, as I say, so there is no need to do a budget for FY 2011 in the normal way-- we have a substitute in place right now. That was the December deal. It's in place now, and through to the end of FY 2011.
