If you're alleging these actions are against the Constitution, surely Heritage/Cato/Americans for Prosperity or some other Koch brothers' funded organization will mount a challenge to the SCOTUS to halt them.

Or not, as the use of executive orders is a well-established practice. I remember when Clinton couldn't get Congress to act in the Mexican debt crisis (to save Goldman Sachs Mexican bond holdings, of course!), so on his own discretion and authority, he... well, let Wiki tell it:
