Hillary Clinton has no office to speak for all Democrats, even if one accepts that what you quote from her means what you say (and it does not).

Apparently, even Reagan and the GOP majority Senate wasn't much concerned about the windfall profit tax on oil companies, as he and they left them in place during his administration all during the time the GOP held the Senate majority, only gaining repeal in '88, his last year in office, with a Democratic majority controlled Senate.
