No, it doesn't mean they lied, and the article doesn't even suggest that they did.
Using a different measure, which this group says is more accurate, yields a different result than the standard definitions and measures which this administration has not changed.
Is their different standard better? Well it leaves out 40% of typical household consumption because it isn't changing.
WHAT??? So they say prices are changing more, by leaving out the prices that don't change? Sounds like a methodology flaw, not a better methodology, to me. It automatically skews the supposed increase in prices higher, by that method alone.
