Probably not true, as I don't know anyone who would claim it ever balances, or to pretend to know when, if it ever does.

Sadly, the alternative does it only as of 2040, if all its crazed presumptions come to pass (no reason to believe they are at all credible), and so they may very well have the same timeline-- i.e., never.
