Interesting.
I reckon that this method of propulsion might hav an efficiency of say 1/100th of a propellor.
And praps 1/10th of a jellyfish method.
And praps 1/1000 of walking-rolling.

But it would definitely be an improovment on usofa style democracy and usofa style kapitalizm.
