When can we expect the archives to work and how many years back will the archives be able to get search result

I got all the way back to november 01. That's it.

I think the new, improved, searchable archives start as of today. When these get old there might be an archive to search. As for the previous stuff only a little of it is in the archives now. That is probably just for the transition and you can search it but I don't think there will be anything more.
