Let’s lay this to rest: “Social Security has nothing to do with the deficit. Social Security is totally funded by the payroll tax levied on employers and employees. If you reduce the outgo of Social Security, that money would not go into the General Fund to reduce the deficit, that would go into the Social Security Trust Fund. So Social Security has nothing to do with balancing the budget or lowering the deficit.” –Ronald Reagan

This iz krappynomix. Basically nothing kan ever fund anything in the future. Everything iz funded and nothing iz funded.
Except that there iz one way of funding the future -- squirrels do it. Woodpeckers do it. Bees do it.
True funding iz putting aside something for future use, eg food, eg materials.
U karnt fund the future with bits of paper that tell u how to divide bits of paper.
U kan fund the future with bits of paper that tell u how to divide stored food and stored material etc.
In effekt the basik human resource iz human labour.
But, u karnt fund the future with future labour -- u kan only fund the future with past labour.
