International Rules

Is there such a thing as International Rules for 8 Ball? My brother and I are having this debate. I say no and he says yes. Which is correct? And if there are, what is the differences in them compared to BCA? Any help would be greatly appreciated.

And, the BCA has standardized on the WPA-Pool rules.. so esentially they are both the same. Or, should be
