On April 9, 2013 Texas Governor Rick Perry bragged about how little industry is regulated in the State. On April 17, 2013 the town of West, Texas is blown off the map by a poorly regulated fertilizer plant.
Lets stick strictly to the Constitution:
"A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."
The last part, "...the right of the people to keep and bear Arms, shall not be infringed", tells what we have a right to.
The first part, which many seem to pretend doesn't exist; tells the context in which that right is to be applied...."A *WELL REGULATED* Militia".
*Regulate - Control or supervise (something, esp. a company or business activity) by means of rules and regulations.
The rest, "...necessary to the security of a free State". Tells [why] it was implemented. ORGANIZED MILITIAS were necessary to fight off the British and also the Native Americans.
"...Washington is talking about national defense policy, not individuals arming themselves."
If you read this entire link, it explains the 2nd Amendment in detail, and the reasons it was implemented and none of those reasons are anything close to what the right wing has perverted them to mean.
