Your switch of meanings is not very clever. Political oppression is not terrorism, and would not get a country on the State Dept. terrorist state list per se, by itself.

However, if you insist it is the correct use of the word, Mubarak was then also a terrorist or a person using terrorist tactics, as there is nothing new in Egypt about rape squads, torture and beatings. In fact the MB was the victim of exactly that treatment for decades, as their party was outlawed and denied participation in the country's form of government, per se.
